The Universal Anaquote Phrase-book

The first step to solving this puzzle is cracking the seventeen anaquotes (their enumerations are given in parentheses). The resulting phrases are:

Telegraph health of --
Mistake has not been made on this side.
Have missed train, remaining here tonight.
Reserve a double-bedded room for --
Fire broke out in adjoining premises, ours safe.
Summons heard today. Referred to judge in chambers.
Goods arrived slightly damaged; letter follows.

Do not understand your telegram.
Is anything wrong, have not heard from you.
Consideration must be given to the proposal.
Have consulted legal advisor, will post particulars.
Market glutted, prospects very bad.
Shall I accept the proposal?
Is your decision to be considered final?
Difficulties exist, but they may be overcome.

A quick Google of some of the stranger phrases should quickly make it clear that each phrase is from "Unicode: the Universal Telegraph Phrase-book," and has an associated Latin code word. A searchable version of the sixth edition of the Phrase-book is available here. Each phrase can then be matched with its Latin code word, giving, in order:

Finally, the indices given in brackets next to each line are used to extract three letters from each Latin word, yielding yet another anaquote puzzle (though with no helpful enumeration this time):

The solution to this anaquote gives the clue phrase "The final solution is Latin name for communicating artery," which clues the final answer: ARTERIA COMMUNICANS.
